Sequestration: What the President & Congress Can Learn from School Districts

Regarding sequestration, here's what the president and Congress could learn from school districts.

Each day we get closer to the dire predictions that will be brought on by the impending sequestration cuts, I – and many other Americans -- become more and more incredulous. The country has not had a budget for 1,400 days! Is it really possible that the President and Congress (who are the elected representatives of the people) cannot agree on any reasonable reductions that would not imperil the health and safety of the nation?

As a public school central administrator for 20 years, much of my professional life revolved around the “budget process.” This is the yearly activity engaged in by every school district in the country in which budgets are proposed, massaged, presented for public discussion, approved by school boards, and then passed or defeated by the voters.

If school districts, which are mini-government entities, are capable of crafting budget plans each year, why not the federal government? If school districts can mine their budgets to find non-essential and less essential areas to cut, why can’t the President and Congress do so within the vast $46.3 trillion in federal government spending?

Sure, school districts engage in politics too when presenting their budgets. They may threaten to cut full-day kindergarten, sports programs, or other popular offerings, and sometimes they are cut. But often when there is an outcry from parents, these reductions are shelved in favor of those that have less impact on students and the educational programs.

There is no question that there is a political game going on now and voters should be outraged by this fifth budget showdown in two years. We are being told that the cuts will result in an unsafe food supply, an end to important medical research, more criminals on the street, dangerous air traffic, the devastation of Head Start, the crippling of the military, etc., etc.

I have a strong suspicion that there is likely some fat in the federal government. Why can’t Democrats and Republicans stop the shenanigans and start looking for at least some of the $1.2 trillion draconian sequestration cuts in less painful parts of the vast governmental enterprise? For starters, here are just a few areas where there could very well be hidden spending:

  • New equipment, including furniture, computers, etc.
  • Food – lunches, dinners, meetings, special events etc.
  • Overtime – clerical and custodial
  • Conferences
  • Travel
  • Staff – clerical, custodial, administrative
  • Consolidating and eliminating programs that do not affect health and safety.

School boards generally try to engage in responsible spending at the same time they refrain from hurting their constituents and decimating the heart and soul of their educational programs; the President and Congress should apply that lesson as they move forward.

While I agree that some savings could be recovered from the aforementioned categories, it doesn't address the real cause of the ballooning budget: teacher's salaries and employee health care/pension costs.

We are the idiots, although I voted for Paul Johnson.Firstly scare tactics through the Media Propaganda Branch - Yes We have a "Fourth" Branch of Government, then more Unenforceable regulations, taxations without representation, stripping of our Constitutional rights. Then the Diversions to deflect from their current Disaster - False flag incident or start another Illegal War, Swarms of drones in Domestic Airspace,17T in Debt.Embrace the Tyranny, at least through the internet, Many are Finally catching onto this Fraud, I Look at Yahoo News - Which I Consider Mainstream, look at the commentaries, People are having enough of the Clown Circus.Sorry, Ms. Ain, DC - District of Criminals won't be taking any advice from the Serf-Taxpayer Class.

You're exactly like politicians. Greedy, self centered, arrogant, entitled, and corrupt. You cut children's services, use scare tactics to force the passing of budgets while getting your own salaries and benefits padded. And even if the budget fails, contracts awarded by the BOE must be honored which pretty much means the children get the shaft and their parents get the bill. It's a lose-lose scenario for the middle class taxpayer.

Very well said, Ms. Ain, but the truth is that local school boards should be eliminated as they are usually populated by people who are not qualified to make the types of decisions needed. We also need to completely reform our property-tax-based school funding system to one in which money is collected by federal and state governments through an education tax and dispersed equally among all districts, regardless of property values.

Meryl:
Good ideas, but not relevant to the real issue, i.e., how to get the votes to win back Congress by maximizing the voters pain that can then be blamed on Republicans.

To expedite the manipulation process in Sag Harbor the teachers all wore ( gang like ) intimidating t-shirts that had parents begging to settle the contract. Exactly what they intended.
Moral and social decay are what is wrong. Listen to the local teachers tell us how important our children are to them. Then ask if they are willing to work year round for their year round pay scale. Ask them to be available in the summer to help children who may be having trouble. You will found out who and what is important. 180 days of work for 250 days of pay. When my daughters class stood up to the teachers and vented their frustration at homecoming. Some teachers refused to write student recommendations because their feelings were hurt, You cant make this stuff up. The teachers can ruin weeks of education with their manipulation. Yet a student cant express themselves without retaliation. Typical. The bullies are not on the playground. They are running the school.

Please tell us specifically what is was of the shirts that was so "intimidating" to you and if there were additional factors that made them "gang like"; or does hyperbole just take over when you get near a keyboard?

Commack school dist. has 3 community organizers, the latest one to be added to the pension payroll is a graduation/moving up specialist, he is making over $100,000 a year. All the lunch aids even part time get a pension, the superintendent is making almost $400,000 a year for what, he runs a school. Everyone gets a pension, just come to Commack school diet. the passive tax payers will not say anything.

Agreed. I think i heard that this type of system is used in some European countries with a lot of success. Not much chance of it ever happening in the USA.

Very well said David! Commack's school board is a perfect example of unqualified people making decisions... Also, like the idea of equal federal funding for schools.

Ah folks you need to understand Meryl used to work for the Smithtown Central School District, so her blog may be a bit biased. Although she was one of the few in our district that had a PhD.
